Digitization of public administration is a choice that has no alternative. The analysis of public administration in Bosnia and Herzegovina was research through the trends of changes in public administration and refers to: working conditions, access to work execution, developments with IT personnel, business conditions, investments, needs for new technologies, equipment and security. The key factor in every public administration is personnel. In the paper, we have presented an analysis of the employment of IT personnel at the level of BiH and the facts that emerged from the conducted analyses. Management of IT personnel, their need, recruitment and stimulation in public administration is a big challenge. An analysis of the current situation, trends and solutions is given through the available data. In order to digitize public administration, investments are also needed, of course these investments should be well thought out and guided by examples of good practice. Based on available data, analyses of investments in ICT in public administration at the level of institutions of BiH and Brčko District were carried out. An example of good practice was presented and solutions were given.

The subject of the research is the analysis of services that should be offered by public administration toward legal entities and natural persons. We will suggest that it uses real-time intelligent IT systems based on data storage based on the data warehouse. Our opinion is that such systems implemented in the public administration of Bosnia and Herzegovina could offer an appropriate service to each user at a time when they need the service in a form that suits them, on the spot where he is in the moment of delivery and in the quantity that he needs. In order for a public administration to be able to offer an appropriate service, it must know its users much better and know which service they need at what time. In this paper, we analyze self-service as well as the necessary activities for all that. These are all activities that should be carried out in the future, and this work could contribute to the implementation of these processes.

For the purpose of digitization and interoperability of public administration, we researched the organization and challenges in public administration in Bosnia and Herzegovina as well as in general in public administration. We presented parts of public administration as well as the influences of public administration. The effects and influence of digitalization and interoperability in institutions in BIH, strategic approach to the development of public administration, the relationship between Vision and Technology as an indicator of business success in public administration are given. We also presented a view on the provision of digitalized and interoperable public administration services.

In this paper we deal with decision-making processes in monitoring with the use of new technological solutions. This is an area where decision-makers in monitoring face a large number of different challenges and need appropriate specific knowledge. We give an example of a method for making complex decisions. Here we propose the application of the semantic web and knowledge bases that can provide decision-makers with a quick access to the necessary knowledge in the decision-making process. To update some of the knowledge we will use the Protégé editor, an open source platform. Our goal is not to update all the necessary knowledge needed by those who make decisions in monitoring, but only to propose a new concept to their faster fullfilment and more efficient use.

The development intelligence tools is gaining a new dimension every day, and this is an area of dynamic development. The importance of this paper is to select the tool that represents the best solution for the given needs in public administration. A multi-stage, broad- based survey with clear selection criteria leads to the choice of three tools. Criteria for tool evaluation were set, virtual machines were created, tests and analyzes were performed. The evaluations carried out give the choice of the most accepTable business intelligence tool for use and interoperability in public administration.
